IDA projects and tax breaks
The Chemung County Industrial Development Agency (staffed by Southern Tier Economic Growth, STEG) can give businesses breaks on property, sales and mortgage taxes to help a project happen. In return many projects make PILOT payments (“payments in lieu of taxes”) and estimate the jobs they’ll create. Every IDA reports its projects to the state each year; this is the Chemung IDA’s 2024 report.

Reading the table
- Tax breaks: the property, sales and mortgage-recording taxes the project didn’t pay that year because of the IDA.
- PILOT due: what the project owed that year in payments in lieu of taxes. Net = tax breaks minus PILOT.
- Jobs planned is the estimate given when the project was approved; jobs now is what the project reported for 2024. Some projects (housing, solar, bonds for non-profits) aren’t expected to create jobs.
